Moily to decide on RIL relinquishment proposal

A proposal to force Reliance Industries to give up 86 per cent of eastern offshore KG-D6 gas block, including 8 gas discoveries worth at least USD 8 billion, has been put up to Petroleum Minister M. Veerappa Moily.
The proposal based on recommendation of the Directorate General of Hydrocarbons (DGH) was put to Mr. Moily by his ministry a few days back, top officials said.
The Ministry, in the note put to Mr. Moily, concurred with DGH's reasoning that RIL had overshot the time allotted to it for developing the area and so should be as per contract be asked to relinquish most of the KG-D6 area.
The officials said Mr. Moily has to decide if leniency has to be shown to RIL since it has made several discoveries in the area and should be allowed to retain those areas for development.
Rejecting RIL's offer to relinquish 4,233 sq km of "low prospectively area" in the KG-DWN-98/3 or KG-D6 block, the DGH had stated that the company should contractually give up 6,601 sq km out of the total 7,645 sq km total area in the block.
If Mr. Moily decides to accept RIL's offer to enable the company to develop all of the 19 oil and gas discoveries made in the block so far, the proposal will have to go to the Cabinet as it would amount to making changes in signed production sharing contract, officials said.
DGH Director General R.N. Choubey had on April 15 written to Oil Secretary Vivek Rae that of the 19 oil and gas discoveries claimed by RIL, three finds have not been established as commercially viable in absence of test data and the company has not submitted any investment plans for another five.
According to DGH's own calculations, 6,601 sq km of contract area proposed for cessation has at least 1.15 trillion cubic feet of known recoverable gas reserves valued at USD 4.83 billion at current prices.
Of the 19 finds, RIL began crude oil production from MA field in September 2008. It started gas output from MA field and Dhirubhai-1 & 3, the largest of the 18 gas discoveries in the block, in April 2009.
Contractually, companies are required to relinquish 25 per cent of the area in an oil and gas block at the end of first phase of exploration that spans three years.
At the end of second phase, 50 per cent of the area is to be given up and by the third phase only such area is allowed to be retained where the company has made a discovery and is required for development and production of the same. The second and third phases are of two years duration each.
RIL and its partner Niko Resources of Canada were awarded the KG-D6 block in 2000. The three-year Phase-1 ended on June 7, 2003 while the 2-year Phase-II expired on June 7, 2005. The third phase ended on June 7, 2007.
Sources said DGH in 2006 agreed to RIL proposal of declaring the entire 7,645 sq km as discovery area, thereby allowing the company to retain the full area.
The decision was ratified by a committee headed by Additional Secretary in the ministry and by the Oil Minister thereafter.
But the decision was questioned by government auditor CAG as at the end of the third phase, only 79 per cent of the block area was covered by 3D seismic survey and yet the entire area was declared a discovery area.
CAG in its performance audit in 2011 had asked the ministry to review determination of entire contract area of KG-DWN-98/3 (KG-D6) as 'discovery area'.
KG-D6 output has dipped from 69.43 million standard cubic meters a day achieved in March 2010, to under 14 mmscmd this month.

Thirty-two artistes under the age of 35 from all over the country in various categories of performing arts were today presented with the Ustad Bismillah Khan Yuva Puraskar for 2011 by Sangeet Natak Akademi.
The awards were presented by chairperson of the Academy Leela Samson at a function in New Delhi, which also marked beginning of a week-long festival of music, dance and theatre by the award-winning artistes.
"This is a day to register in your minds that the country recognises you as young artists of great merit. Also, this award comes with great responsibility," Ms. Leela Samson said.
Sangeet Natak Akademi, the national academy for music, dance and drama had instituted the awards in 2006 in memory of shehnai maestro Ustad Bismillah Khan who died in August that year.
Ms. Leela Samson, herself a noted Bharatnatyam dancer, said the country had "produced a long and illustrious line of very great artists like Yamini Krishnamurthy" who she and others looked up to inspiration "to show the light at the end of a very dark tunnel".
"We live in very skewed times when the commerce of things has overtaken us. As artists, it is important that aesthetics and sensibilities of our times must reflect in our expressions," said Ms. Leela Samson.
She pointed out that the 32 artists were selected by their engagement with the traditions of the art forms that they represented.
"As India's apex cultural body, we are conscious of the complexities of nurturing those traditions and the very thin line between what tradition stands for and the compulsions of the commerce which lies almost at its heart and centre," she said.
Wishing the awardees an exciting and wonderful career she exhorted them to fulfil a responsibility to "inculcate a love and respect for the arts into the next generation, the children."
"With the respect, it is also important for them to learn that this respect costs something" she said.
The Ustad Bismillah Khan Yuva Puraskar award carries prize money of Rs 25,000.
Eight musicians were awarded in the field of music are Jayateerth Mevundi for Hindustani Vocal, Satyajit S Talwalkar for Hindustani Instrumental (Tabla), Srinibas Satapathy Hindustani Instrumental (Flute), Rahul Sharma, Hindustani Instrumental (Santoor), Abhishek Raghuram, Carnatic Vocal, Manda Anantha Krishna, Carnatic Instrumental(Flute), Punya Srinivas, Carnatic Instrumental(Veena), H N Bhaskar Carnatic Instrumental (Violin).
The dancers awarded are Meenakshi Srinivasan (Bharatnatyam), Namrata Pamnani (Kathak), Renjini K P (Kathakali) Gurumayum Chandan Devi (Manipuri), Kuravi Venkata Subrahmanya Prasad (Kuchipudi), Sonali Mohapatra (Odissi) and Sudha Raghuraman Music for Dance.
In the field of theatre, the awardees were Ramji Bali and S Murugaboopathy for Playwriting, Pravin Kumar, Rashi Bunny, Shankar Venkateswaran and Pabitra Rabha for Direction, Rayanti Rabha for Acting and Gautam Haldar for Allied Theatre Arts.

Members of Parliament opposed to the proposed amendment of the RTI Act have vowed to continue building pressure until the political class becomes accountable to the common citizen.

> Trinamool Congress MP Dinesh Trivedi, who actively opposed the RTI (Amendment) Bill, 2013, told The Hindu that the Bill should never have come up in Parliament.

> "We need to be actively involved with this movement now. We cannot afford to take a breather. Activists and the younger generation, [who] actively mobilised people on the social media against the amendments, need to meet and strategise about how to take this forward," he said.

> "The time has come when political parties should leave this feudal mindset and wake up to a new emerging India. Accountability of the political class through the RTI is at the root of breaking the nexus of criminalisation of politics and black money," Mr. Trivedi said.

விளையாடும் போது மண்டை உடைந்த பிள்ளைகளுக்கு டின்ச்சர் தடவி கட்டுகட்டி மருத்துவமனைக்கு தூக்கி போவதில் இருந்து.. ஏழை பிள்ளைகளுக்கு பிற பணக்கார பணக்கார பெற்றோரிடம் கெஞ்சி கூத்தாடி சீருடை, பள்ளி கட்டணம் வாங்கித்தருவது வரை.. பள்ளிக்கு கட்டிடம் கட்ட பெற்றோரிடம் நன்கொடை பிரச்சாரம் முதல்.. பிள்ளைகளுடன் வாய்க்காலில் கவிழ்ந்து கிராமத்தாரால் சிறை பிடிக்கப்பட்ட பள்ளி வேனை பஞ்சாயத்து பேசி மீட்பது முதல்.. ஒரு நிஜமான ஆள் ரவுண்டர் ராணி மிஸ்..
